Hiring Your First Employee: Payroll, Szocho and Contracts
- Budget about 13% on top of the gross wage for the employer social tax (szocho), the main employer payroll cost in 2026.
- The employee's gross pay is reduced by a 15% personal income tax and 18.5% social security contributions, both withheld through payroll.
- A written employment contract is mandatory, and every new hire must be registered with NAV before their first day of work.
- You need a registered Hungarian company and a monthly accountant to run payroll and file the returns.
What does it take to hire your first employee in Hungary?
Hiring your first employee in Hungary means adding roughly 13% to the gross wage for the employer social contribution tax, putting a written contract in place, and registering the new hire with the tax authority before day one. The headline employer cost is low by European standards, but the paperwork is strict and the deadlines are real.
In practice you need four things: a registered Hungarian company (usually a Kft), a written employment contract, registration with the National Tax and Customs Administration (NAV), and an accountant to run monthly payroll. The employer social tax (szociális hozzájárulási adó, or szocho) sits at 13% in 2026, while the employee side carries a 15% flat income tax and 18.5% social security contributions.
This guide covers the true cost of an employee, what the payslip looks like, the contract rules and the registration steps, all as general information rather than tailored legal or tax advice.
How much does an employee really cost the employer?
The main employer payroll cost is the social contribution tax, charged at 13% of the gross salary in 2026. On a gross wage of HUF 500,000, the employer pays HUF 65,000 in szocho, so the total labour cost is about HUF 565,000. Unlike many countries, there is no long list of extra employer contributions stacked on top of that figure.
Pay cannot drop below the statutory floor. As of 1 January 2026 the minimum wage is HUF 322,800 gross per month (about 832€) for unskilled roles, and the guaranteed minimum for jobs that need a qualification is HUF 373,200 (about 961€).
For a market reference point, the national average gross wage reached about HUF 764,100 in May 2026, or roughly HUF 535,900 net, according to the Central Statistical Office (KSH). Budapest salaries in tech, finance and shared-service roles usually sit above that national average.
What gets deducted from the employee's gross salary?
Two items come out of the employee's gross pay before it reaches their account: a 15% flat personal income tax and 18.5% in social security contributions. Together they take 33.5% of gross, so a typical employee keeps about two thirds of the headline figure.
The employer withholds both amounts and pays them to NAV each month, so the employee receives a net salary. Several groups pay less: workers under 25 can be exempt from personal income tax within limits, and there are wide exemptions for mothers, which is worth checking before you set a gross figure. For the full picture of the deductions, see the guide to social security contributions on a Hungarian payslip.
Because gross and net differ sharply, agree salaries in gross terms in the contract to avoid confusion later.
Do you need a written employment contract?
Yes. A written employment contract (munkaszerződés) is mandatory, and it must state at least the personal base wage and the job position, per the Hungarian Labour Code. A purely verbal agreement does not create a valid employment relationship.
The parties can agree a probation period of up to three months, during which either side can end the contract without notice or reasons. Standard full-time work is 40 hours a week, and the contract should also fix the workplace and the working schedule.
The Labour Code sets firm rules on termination, notice, working time and the mandatory content of the contract, and a foreign template rarely fits. Many founders have a Hungarian employment lawyer (ügyvéd) draft or review the first contract, so the wording holds up if a dispute arises later. This is the point where local legal help pays for itself.
How do you register a new hire with NAV?
Every employee must be registered with NAV before their first day of work. The filing is electronic and is normally handled by your accountant on the day the contract is signed. Missing the deadline is treated seriously and can trigger penalties.
To register anyone at all, the company itself must already exist and be set up as an employer with NAV. If you have not incorporated yet, start with the steps to register a Kft. Payroll then runs monthly: gross pay is calculated, income tax and contributions are withheld, szocho is added, and the returns and payments are filed with NAV in the following month.
Because the reporting is monthly and unforgiving, a local accountant or payroll provider is effectively required rather than optional.
What are the rules on paid leave and notice?
Full-time employees are entitled to a minimum of 20 working days of paid annual leave, rising with age by an extra 1 to 10 days, plus additional days for parents. Public holidays are on top of this allowance.
When either party ends an open-ended contract outside probation, the minimum notice period is 30 days, and it grows with the employee's length of service when the employer is the one terminating. Sick leave, parental leave and other protected absences follow their own Labour Code rules.
Budgeting for paid time off, public holidays and notice from the start keeps the real cost of an employee realistic rather than a surprise.
Which employee benefits are worth offering?
Beyond salary, Hungary has a popular tax-friendly benefit: the SZÉP kártya (SZÉP card), a cafeteria-style card that employers top up for meals, leisure and accommodation at a lower tax rate than ordinary pay. It is a common way to raise take-home value without a full gross salary increase.
Private health insurance is another frequent perk, because it gives faster, English-speaking care than the public system. Many Budapest employers combine a competitive gross salary, a SZÉP card and private cover to attract bilingual talent.
Because the tax treatment of benefits changes regularly, confirm the current SZÉP card limits and rates with your accountant before you promise them in a contract.
Should you hire directly, use a contractor, or an EOR?
Not every first hire has to be an employee. If the person genuinely runs their own business, they can invoice you as a self-employed contractor, which shifts the tax and admin onto them, though the arrangement must be real and not disguised employment.
If you want someone in Hungary but do not have a company yet, an Employer of Record (EOR) can employ them on your behalf for a monthly fee. That removes the payroll setup but costs more per head than hiring directly once you have your own Kft. For founders already running a Hungarian company, direct employment is the cheaper long-term route, and it fits the low-tax logic set out in the 9% corporate tax overview.
Whichever route you pick, the classification has to match reality, because reclassifying a fake contractor as an employee brings back-taxes and penalties.
Frequently asked questions
How much does it cost an employer to pay a HUF 500,000 salary in Hungary?
On a gross salary of HUF 500,000, the employer adds 13% social contribution tax, about HUF 65,000, for a total cost near HUF 565,000 in 2026 (source). The employee's net is lower still, because a 15% income tax and 18.5% social security are withheld from the gross.
Do you have to register an employee with NAV before they start?
Yes. Every new hire must be registered with the tax authority (NAV) before their first day of work, and the filing is electronic (source). Late registration can lead to penalties, so it is usually filed by your accountant on signing day.
Is a written employment contract mandatory in Hungary?
Yes. A written contract stating at least the base wage and job position is required under the Labour Code, and a verbal deal does not create a valid employment relationship (source).
What is the minimum wage in Hungary in 2026?
As of 1 January 2026 the minimum wage is HUF 322,800 gross per month for unskilled work, and HUF 373,200 for jobs that require a qualification (source).
Can I use a freelancer instead of hiring an employee?
You can if the person truly operates their own business and invoices you, but the relationship must be genuine. Disguised employment can be reclassified as a job, which brings back-taxes and penalties, so match the classification to reality.
