What is Hungary's White Card?

Hungary's White Card (fehér kártya, white card) is the country's residence permit for remote workers from outside the European Union. In one line: if you are a non-EU citizen who earns at least 3,000€ net per month working online for a company or clients based abroad, this is the permit that lets you live in Budapest legally. The permit runs for a maximum of one year and can be extended once for a second year, so two years is the hard ceiling. It is aimed squarely at digital nomads and location-independent professionals. Who qualifies for the White Card?

Two profiles qualify, and both are defined by work carried out remotely from Hungary for an entity outside the country. The first is an employee with verified employment at a company registered abroad, performing that work digitally. You must be at least 18 and hold citizenship of a country outside the EU and EEA. Several situations rule you out completely:

  • working for, or holding a share in, a Hungarian company
  • already holding another Hungarian permit such as guest self-employment, investment or employment
  • studying or completing a supervised traineeship in Hungary
  • holding refugee, protected or tolerated status, or an EC or EU long-term residence card

In practice the White Card is built for one thing only: living in Hungary while your income stays fully offshore. If any part of your work will be invoiced from a Hungarian entity, this is the wrong permit.

How much do you need to earn?

The financial test is the heart of the application: a net monthly income of at least 3,000€, maintained for the six months before you enter Hungary and kept up throughout your stay. You prove the income with bank statements covering the last six months, together with an employer certificate or a certificate from the tax authority of your home country. Documents issued in another language usually need a certified Hungarian or English translation before they will be accepted.

One consequence is easy to miss. If you spend more than 183 days in Hungary in a calendar year you can become a Hungarian tax resident, and Hungary applies a 15% flat personal income tax. What can and cannot you do on a White Card?

The White Card authorizes remote work for foreign clients and employers, and nothing more. If you want to invoice Hungarian clients or run a local company, you need a different route, such as a business residence permit.

The permit is also strictly individual. Family members cannot obtain residence through family reunification while you hold or apply for a White Card. The only exception the authority recognizes is a child born in Hungary during the permit's validity. A couple who both work remotely must therefore each qualify on their own 3,000€ income and apply separately.

How do you apply, step by step?

Where you file depends on your nationality and on whether you are already allowed to enter Hungary without a visa.

  1. From abroad: lodge the application at a Hungarian embassy or consulate. Applicants who are not visa-exempt receive a national D visa to travel to Hungary and finish the process there.
  2. Inside Hungary (visa-exempt nationals only): apply through the Enter Hungary platform or in person at a regional directorate of the immigration authority.
  3. Extensions: only through the Enter Hungary platform.

The standard document set includes a valid passport, an employer certificate or company documents, six months of bank statements or an income certificate, proof of accommodation (a lease, ownership or a reservation), and health insurance valid in Hungary. A facial photograph is taken, and fingerprints are recorded for applicants over six years old. A first decision is generally reached within 21 days, and within 30 days of a complete submission. Once the card is in hand, register your Hungarian home address to receive the address card (lakcímkártya), the document that unlocks banking, tax and day-to-day admin.

Does the White Card lead to permanent residence?

Applicants who want a long-term path usually move onto an employment, business or investment permit, since only those build towards permanent residence.
